The operating environment

North Africa combines functioning state institutions with zones of real instability. Libya is still divided between rival authorities, and armed groups remain embedded in its security landscape. Algeria, Morocco, Tunisia and Egypt are a different story. These are broadly workable environments, but they carry localised risk, insecure borders and periods of unrest.
